I've had a company pull a bait and switch on me, but more importantly, they pretty much wanted me to start work without any sort of selection procedure. Did this company do their homework and ask proper suitable questions during their interview? You might not see why they consider you suitable, but the interview can tell a lot about their thought process.
It is true that some people regret taking on management positions. Then again, others love it. You have no idea which kind of person you are before you've tried both. I wouldn't rely on other people's opinions too much and definitely take the position unless you know for sure you don't fit the job. If, for example, you're an extreme introvert, management probably isn't for you.
If no team members have applied for the management position, there could be many reasons, but at least you're relatively sure this company doesn't force management jobs on their staff. Why do you think they don't find them suitable -- why would they think you're a better fit? I think the statement "no team members applied" is likely the truth.
Enough rambling from me. To summarize:
1) Do you YOURSELF think you have it in you to be a manager?
2) Why do you think the company finds you a suitable candidate?
