When responding with a cover letter (or email), and there is no person listed, what kind of salutation should you use?

If no person is listed, you should first try to get a name by calling the company and asking some good questions about the position. That way you get the name you need and leave a good impression so when your letter and resume arrive, they might actually get on top of the pile.

If that's not possible, address it to "Dear Sir or Madam:".

Hi Nedley,

I agree with Stijnhommes that it's better to find out the hiring manager's name so you can personalize the letter.

If that's not possible, look for clues in the ad re: the recipient and formulate the salutation from there. Here are a few examples:

Human Resources Department: Dear HR Manager:
Recruitment Office: Dear Recruitment Professional:
No department is specified: Dear Hiring Manager:
If you know it will be a group decision: Dear Selection Committee:
